You are of course generally aware of
the situation in Hong Kong and now we have
just received this telegram of the 23rd of
September. On it we are sending a telegram
to the Straits Settlements of which a copy
is enclosed.
We want the W.A.C.B. to consider whether
they cannot undertake to lend funds up to
one and a half millions sterling, thus
providing for the three million pounds
mentioned by the overnor. The security is
ample, the currency is probably convenient,
